Senior Associate

Andre represents multinational companies and individuals in federal white-collar matters with a focus on anti-corruption enforcement actions brought by the Department of Justice (DOJ) and the Securities and Exchange Commission (SEC). Andre regularly conducts internal investigations relating to potential violations of the Foreign Corrupt Practices Act (FCPA), and he also works with clients to improve compliance programs and conduct due diligence on third parties with an emphasis on anti-corruption concerns.

Andre has represented clients across various industries, including oil and gas, aerospace and defense, medical device, technology, and financial services. Recent representations include advising a multinational energy infrastructure company that was under investigation for alleged violations of the FCPA and UK Bribery Act that led to declinations by the DOJ, SEC, and SFO; representing a manufacturer of agricultural commodities for alleged violations of the North Korea Sanctions Regulations that resulted in a favorable settlement with OFAC; counseling several employees of an international aviation company in a large multinational anti-corruption and ITAR investigation; and advising the owner of an oil consultancy and investment firm in connection with a DOJ investigation into alleged bribery and money laundering violations.

Prior to joining Jacobson Lopez, Andre was a Litigation & Investigations Associate for a Magic Circle law firm in Washington, D.C. and London. He previously worked as an Associate in the White Collar, Investigations, Securities Litigation & Compliance Group of another international law firm in Washington, D.C.

While attending law school, Andre interned for the SEC’s Trial Unit and DOJ’s Criminal Fraud Section. Andre also served as a Student Attorney for Georgetown Law’s Juvenile Justice Clinic, which involved the representation of juveniles charged with felonies in D.C. Superior Court.
